The Office of the Comptroller of the Currency has issued its final rule under the GENIUS Act, taking effect on January 18, 2027. It sets out requirements for supervised issuers of dollar-backed stablecoins, including eligible reserve assets, redemption, risk management, reporting, custody and oversight of foreign issuers. Requirements relating to anti-money-laundering, the Bank Secrecy Act and OFAC sanctions will be covered by a separate rulemaking coordinated with the Treasury Department. The rule provides a concrete compliance framework, but it does not automatically grant a federal licence to every stablecoin: applications, supervisory approvals and practical compliance work remain necessary.
