The OCC has finalized the rule implementing the GENIUS Act, which takes effect on January 18, 2027. It sets requirements for payment stablecoin issuers under its supervision covering reserves, redemption, risk management, custody, audits, capital and operational continuity. The rule also addresses the transition of state-qualified issuers to the federal framework and the circumstances in which the OCC can revoke approval. Rules on anti-money laundering, suspicious activity reporting and sanctions are being handled separately by the Treasury Department. The OCC will separately announce when it begins accepting applications and waiver requests from prospective issuers.
