South Korea announced on June 29, 2026 a public-private investment plan worth $880-900 billion (approximately 1,350 trillion won) over ten years, presented by President Lee Jae-myong as a national survival strategy. The plan rests on three main pillars: memory chip factories (approximately $518 billion for Samsung and SK Hynix), an HBM packaging hub (approximately $52 billion), and AI data centers (approximately $356 billion, with a target of 8.4 GW capacity by 2029). SK Group, GS Group and Naver are backing the data center development. South Korea also aims to rank among the top three global powers in robotics by 2030, with a goal of training 10,000 physical AI specialists.
