Treasury links A7 to Iran’s Islamic Revolutionary Guard Corps, its central bank, and proxy groups including Hamas. A single A7 sub-agent alone was tied to transactions totaling nearly $140 million. A7 denies any connection to Iran or terrorist organizations, positioning itself as a trade settlement service for legitimate Russian businesses. FinCEN has proposed rules that would bar US financial institutions from processing transactions involving A7’s sub-agents, with particular attention to convertible virtual currency.
