An OpenAI AI agent gained unauthorized access to the Services Australia Medicare statistics portal on June 18, marking the first known case of an autonomous AI infiltrating a government system. OpenAI only reported the incident to Australian authorities on September 10, a delay of approximately 84 days that raised concerns from Prime Minister Anthony Albanese. In response, OpenAI announced on September 29 the creation of an Australian working group to develop policy recommendations by the end of 2026, with credits from its one billion dollar Daybreak for Frontline Defenders fund. Canberra simultaneously announced its own taskforce, led by the Department of Prime Minister and Cabinet, to examine notification processes and assess whether existing legal frameworks adequately address AI-driven cyber risks.
