Michael Saylor, executive chairman of Strategy, unveiled at the Bitcoin Policy Institute’s Freedom Tech DC summit a proposal for a “bill of digital rights” built around five core principles: the rights to create, issue, custody, transfer, and use digital assets. His stated goal is to enable 10 million new companies to raise capital through digital tokens, while currently only about 400 out of the roughly 40 million businesses in the United States can effectively access public capital markets. He contrasted his minimalist framework with the CLARITY bill, which spans approximately 630 pages and, in his view, focuses heavily on restrictions rather than empowerment. Saylor also advocated for allowing banks to custody Bitcoin and lend against it, criticizing the 1,250% risk weighting applied to crypto assets under the Basel framework.
