Turkish Foreign Minister Hakan Fidan has sent a memorandum to Ukraine and Russia proposing concrete measures to protect civilian shipping in the Black Sea. At least 25 Turkish-owned vessels have been attacked since late June 2026, causing fatalities and injuries among Turkish and Azerbaijani crew members. The proposal, shared on September 17, 2026, suggests secured shipping corridors along the coasts of Romania, Bulgaria, Georgia, and Turkey, as well as a ban on strikes targeting grain facilities. Turkey, which controls the Bosphorus Strait and previously brokered the 2022 Black Sea Grain Initiative, is also offering potential insurance support for maritime operations. Russia rejected an earlier moratorium proposal in August 2026, and no formal response had been received by mid-September.
