Eleven major European banks, including Banco Santander, BNP Paribas, Barclays, UBS, and Deutsche Bank, sent a joint letter to EU officials on September 10-11 calling for immediate regulatory relief and deeper financial market integration across the bloc. The signing executives, led by Ana Botín and Jean Lemierre, have built up 2.5 trillion euros in loss-absorbing capacity and want these funds redirected toward lending and investment rather than regulatory buffers. The European Commission acknowledged these concerns in July 2026, but bank leaders believe the pace of reforms remains insufficient against US and UK competition.
