The report, published ahead of the 25th anniversary of the 9/11 Commission Report, warns against three main risks: AI-accelerated cyberattacks, biotechnology threats, and foreign influence operations. Experts Benjamin Buchanan, H.R. McMaster, and Rep. Josh Gottheimer testified that China, Russia, and Iran have been conducting covert operations against the United States since 2023.
