The European Central Bank (ECB) states that the digital euro will offer the maximum level of privacy permitted by current technology. Two payment modes will be available: offline, information will only be accessible to the payer and beneficiary; online, the Eurosystem will not be able to directly identify users. However, banks involved in transactions will retain the ability to identify their clients for anti-money laundering purposes. The infrastructure will remain entirely centralized and censorable, with a distribution model similar to China’s e-yuan.
