A bipartisan group of US senators sent a letter to Commerce Secretary Howard Lutnick on August 25, urging him to close gaps in export control law that allow American companies to legally sell surveillance technology and consulting services to Chinese and Russian civilian intelligence agencies. A 2018 law banned US persons from helping foreign military intelligence outfits, but civilian security agencies remain exempt from this restriction. The letter, led by Senators Ron Wyden and John Cornyn, highlights that a 2022 measure designed to extend these controls has never been implemented. The request comes ahead of Chinese President Xi Jinping’s expected visit to Washington.
