Ukraine struck a major oil refinery and a smaller oil terminal inside Russia overnight, escalating its campaign against Russian energy infrastructure. The Rosneft-operated refinery in Saratov, located over 500 kilometers from Ukrainian-controlled territory, was previously hit around August 2 with a large fire halting crude processing. Ukraine has also targeted the Ilsky Oil Refinery in the Krasnodar region in July, an oil terminal near St. Petersburg, and the Omsk refinery in Siberia, roughly 2,500 kilometers from Ukraine’s border. This economic warfare strategy aims to simultaneously reduce the oil revenue funding Russia’s war effort and the fuel available for military operations. Fuel shortages have begun surfacing within Russia, with periodic supply disruptions reported across multiple regions.
