House AI rules left unenforced, individual offices left to police themselves

The US House of Representatives purchased 6,000 Microsoft Copilot licenses in 2025 and approved the Claude tool for official use, according to a Washington Post investigation based on interviews with more than two dozen lawmakers and congressional staff. Rules issued by both the House and Senate, including the prohibition on sharing sensitive constituent data with AI chatbots, are not being enforced, leaving each office free to self-regulate. In June 2026, Republican Representative Anna Paulina Luna’s office submitted an amendment containing AI-generated content riddled with errors that nobody had detected. Efficiency gains promised by automation are partially offset by the time required for quality control, and the lack of standardized training raises concerns about long-term degradation of Congress’s legislative drafting skills.
