2027 Budget: Retirees, Students, Forgotten Savings… Who Pays the 54 Billion?

The government presented the 2027 finance bill, planning a 54-billion-euro effort including 43 billion in new measures to reduce the public deficit to 5 % of GDP, down from 5.4 % in 2026. Retirees bear the heaviest burden at 5.5 billion euros, through the freezing of pensions above 1,260 euros per month and the reduction of the tax allowance to 3,000 euros per household. APL housing benefits, family allowances, and the civil service index point remain frozen, while enrollment fees of 178 euros for BTS and 270 euros for preparatory classes are introduced. An exceptional 17 % levy is imposed on forgotten savings transferred to the Caisse des dépôts. State debt charges soar from 59.3 to 72.9 billion euros, and the High Council of Public Finance stresses that the fiscal effort is largely absorbed by rising interest rates.
