2027 Budget: Bercy Tightens the Screws on All Ministries Except Defense

The Ministry of Economy has transmitted its budget allocations for 2027, capping total state spending increases at 1.5 billion euros excluding Defense and debt servicing, for a total of 304.1 billion. Only the Ministry of the Armed Forces escapes this austerity drive, in a geopolitical context pushing Paris to maintain its rearmament trajectory. France displays a public debt approaching 117.5% of GDP and a state deficit of 106.8 billion euros in the first half of 2026. This extreme belt-tightening contrasts with expected inflation of 1.7% in 2027, nearly four times the maneuvering room granted to all civilian ministries. Bercy aims to meet the deficit target of under 3% promised for 2029, at the cost of a real-terms decrease for almost the entire administration.
