The XRP Ledger restored normal ledger-closing times on October 22 after operators applied a configuration change, following intermittent transaction delays that began on October 21. Developers are still testing a permanent software correction to determine whether the incident exposed a network capacity constraint or fixable software behavior. The fixCleanup3_4_0 amendment, which addresses issues including a flaw in delegated authority to burn fungible tokens, failed to secure the required 80% supermajority of validators for 14 days. Its activation is now expected on November 4 at the earliest if validator support remains sufficient, and it is unrelated to the ledger-closing slowdown. This comes as institutional payments, stablecoins and tokenized assets increase the importance of reliable settlement and protocol safeguards, while XRP fell 4.37% over 24 hours and ranked fifth by market capitalization.
