The U.S. Senate passed the Lindsey O. Graham Sanctioning Russia Act of 2026 on Friday in an 86-to-11 vote, with the House expected to approve the bill with similar bipartisan support next month. The legislation sanctions Russian President Vladimir Putin and targets Russia’s energy sector to cripple its economy amid the war on Ukraine. It would allow Trump to impose tariffs of up to 100% on the five largest importers of Russian energy, including China, India and the European Union. The president can issue waivers if he deems it « in the national interest of the United States ». Cato Institute analysts warn that the bill gives Trump unchecked tariff authority that could be exploited in trade disputes unrelated to Ukraine.
