Ukraine’s sanctions envoy Vladyslav Vlasiuk said during a visit to Singapore that Russia could be forced to retreat within six months if its oil revenues are cut by at least half, urging Southeast Asian governments to close loopholes allowing Russian tankers and weapons components to slip through the region undetected. He met with officials in Singapore, Malaysia, Indonesia, Japan and Thailand to discuss Russia’s shadow fleet and the flow of microelectronics into Russia’s defense industry. According to files reviewed by CNBC, components recovered from a missile shot down in the Kyiv region last month originated primarily from the United States, China, Taiwan and Japan. Indian and Chinese refiners have absorbed the bulk of discounted Russian crude, helping Moscow keep oil revenue flowing despite Western sanctions.
