Ukraine carried out its largest ever drone attack on Moscow on September 20, with more than 1,600 drones intercepted across Russia’s multiple defensive perimeters, including 450 near the capital alone. The assault killed two people and injured around 20 in the broader Moscow region, striking the Kapotnya oil refinery that supplies up to 40% of the capital’s petrol. The attack coincided with Russia’s parliamentary, regional, and local election day. Kyiv deployed domestically manufactured Flamingo and Pelican missiles alongside its drone fleet, giving Ukraine more political freedom to strike deep inside Russia without Western restrictions. The scale represents an eightfold increase from approximately 200 drones used in June to over 1,600 in September.
