Greer told CNBC that negotiators had reached sufficient agreement by Tuesday evening to announce a potential deal, but the Canadians then demanded more in the final hours. Canadian Prime Minister Mark Carney had already accused the U.S. of proposing last-minute changes that were unfair and uneconomic. The new 50% tariffs on roughly $20 billion worth of goods, including wine, hockey sticks and cement, took effect at 12:01 a.m. ET on Saturday.
