A U.S. federal appeals court upheld on Saturday a ruling blocking President Donald Trump’s executive order to create a federal list of eligible voters and limit mail-in ballot delivery to people on that list. Twenty-three U.S. states and the District of Columbia had challenged the order, arguing it was unconstitutional because election regulation authority rests with states and Congress, not the president. District Court Judge Indira Talwani, appointed by Democratic President Barack Obama, had previously halted the order from being implemented for the November 3 elections but only in the states that filed the lawsuit. The Justice Department said Sunday it is reviewing all options for its next legal steps and remains confident the executive order will ultimately be upheld.
