Taxation crypto/stablecoin, exit tax, wallets : les amendements du PLF 2027

French deputies have filed several crypto amendments as part of the 2027 finance bill, widely viewed as unfavorable to the ecosystem. Amendment I-CF 1826 by deputy Nicolas Sansu seeks to tax capital gains from crypto-to-stablecoin conversions starting January 1, 2027, breaking from the current regime that only imposes tax upon conversion to fiat currency. Amendment I-CF 1822 extends the exit tax to latent gains on crypto assets exceeding 800,000 euros in the event of a transfer of tax residence outside France. Amendment I-CF 821 requires mandatory declaration of self-hosted wallets exceeding 100,000 euros, with penalties reaching up to 10,000 euros. On the favorable side, deputy Paul Midy proposes exempting crypto asset sales used to purchase goods or services up to 1,000 euros per year and allowing loss carryforward over ten years.
