Strategy’s Michael Saylor expects regulatory progress for Bitcoin custody without new legislation

Michael Saylor, executive chairman of Strategy (formerly MicroStrategy), said on September 16 that US regulators are prepared to advance digital asset rules using existing statutes, bypassing the stalled CLARITY Act currently stuck in Congress. The SEC, CFTC, and Treasury Department would have sufficient authority to establish the regulatory frameworks the industry needs, allowing traditional banks to offer Bitcoin custody and collateralized lending services. Strategy holds hundreds of thousands of BTC, with approximately 40% custodied through Coinbase Custody and the remainder through Anchorage Digital Bank. The entry of major banks into Bitcoin custody could enable pension funds, endowments, and insurance companies to invest in Bitcoin, given their mandates requiring regulated banking institutions for asset custody.
