The Senate is considering a government amendment that would allow the administration, without a judge’s involvement, to demand the removal within one hour of content calling for insurrection, attacks or resistance against the state, with blocking and de-indexing of the platform as penalties. The proposal follows a Matignon letter asking Orange, SFR, Free and Bouygues Telecom to prepare DNS filtering for TikTok, Instagram and Snapchat without citing any legal basis; no shutdown occurred during the peaceful mobilizations of October 24. The amendment also comes after the Constitutional Council struck down the blanket social media ban for children under 15 as disproportionate and harmful to privacy. The decentralized messaging application Bitchat, which became the leading app on France’s App Store and later passed one million downloads on Google Play, demonstrates the appeal of networks based on the Nostr protocol and Bluetooth, which DNS filtering cannot stop from transmitting messages device to device.
