The Securities and Exchange Commission proposed on September 1, 2026 the first major overhaul of registered transfer agent rules since the early 1980s. This reform aims to explicitly integrate blockchain and tokenization into U.S. market operations, notably by modernizing the terminology of rules 17ad-1 and 17ad-9. The public comment period will remain open for 60 days after publication in the Federal Register. The tokenization market for real-world assets reached $33.5 billion in July 2026, approximately four times its level from early 2025. Already positioned players such as Securitize, registered as the first digital transfer agent with the NYSE, or tZERO, would become the primary beneficiaries of this new explicit framework.
