Russia has approved a legal framework allowing retail investors to trade cryptocurrencies through regulated platforms starting September 1, 2026. Annual purchases will be capped at 300,000 rubles per intermediary after passing a mandatory investor test, with eligible cryptocurrencies determined by the Bank of Russia. The law also permits exporters and importers to use cryptocurrencies for cross-border settlements without the retail investment limits. However, domestic cryptocurrency payments for goods and services remain prohibited. Market operators have until July 1, 2027, to obtain their licenses.
