At least 24 of Russia’s 34 refineries have been struck by Ukrainian drone attacks in 2026, with fuel availability at gas stations falling to approximately 28% by mid-August 2026. Fifty-nine Russian regions have imposed fuel sales limits, and the country has turned to seaborne gasoline imports from Turkey for the first time, receiving a shipment of 200,000 barrels. Gasoline production has declined by roughly 25% year-on-year, with wholesale prices dropping 20% in early August compared to July. Moscow’s Kapotnya refinery remains offline and is not expected to resume operations before 2027, while the Orsk refinery was fully shut down in August. The crisis is also affecting the agricultural sector, which depends on diesel for planting and harvest seasons.
