Orca’s legal chief says SEC exemption lets DeFi test its efficiency claims

Orca Chief Legal Officer Christopher Montagano said at Korea Blockchain Week 2026 that the SEC’s innovation exemption allows decentralized finance to test whether blockchain rails are actually more efficient than traditional finance. The SEC issued this exemption on September 17, 2026, providing five years of conditional relief expiring on September 17, 2031. The framework permits Tokenized Securities Venues and certain liquidity providers to trade tokenized US-listed stocks on permissioned platforms. Orca, which has been involved in SEC discussions since 2025 through Project Open, has already been offering tokenized stocks including Forward Industries since November 2025. Market reaction has been muted so far, but the future adoption of this conditional and time-limited exemption will determine whether a permanent framework follows or the experiment quietly expires in 2031.
