An Optimism governance proposal published on November 5 would amend the Charter for standard chains by requiring at least 30 days of public notice before any transfer of upgrade authority from the Security Council. A chain governor could ask the Optimism Foundation to transfer that authority to an address of its choice, allowing the chain to manage upgrades itself or delegate the responsibility to a third party. Once the transfer is completed, the chain would lose its standard rollup status, and Optimism Governance and the Security Council would no longer be able to enforce their policies through upgrade authority. A transfer meeting the proposed policy’s conditions would not require a separate governance vote, and adopting the policy would require no changes to smart contracts or node software.
