The Ukrainian Ministry of Digital Transformation has gained access to Daybreak, OpenAI’s code auditing tool based on GPT-5.6 Sol, to detect vulnerabilities in its infrastructure before Russian hackers can exploit them. CERT-UA handled nearly 6,000 incidents in 2025, a 37% increase year over year. In December 2023, operator Kyivstar lost part of its core network, leaving 24 million subscribers without service, an attack attributed to Sandworm, a unit of Russian military intelligence. OpenAI changed its policy in January 2024 to allow military use, while the Bybit hack cost $1.46 billion in February 2025 and Chainalysis valued crypto service losses at over $2.17 billion in the first half of 2025.
