Illia Polosukhin, co-founder of NEAR Protocol, has published a governance proposal to create a sovereign fund seeded with approximately 30 million NEAR tokens as initial capital. This fund will generate yield directed toward financing the validator support program, multi-party computation providers, and ecosystem public goods. Management would operate through House of Stake mechanisms, tying decision-making to token holders. This initiative follows criticism regarding the lack of transparency in the previous treasury management by the NEAR Foundation. Ultimately, this fund could enable NEAR to transition to a fixed supply model, eliminating the need to mint new tokens to compensate validators.
