On the eve of the midterm elections, Donald Trump is promising a $5,000 payment to every American adult if the Republicans retain control of Congress. According to Reuters, the measure would cost about $1.2 trillion, far exceeding annual customs revenue, and would also require congressional approval. Known as the “Trump Dividend,” the plan would be funded through tariffs, even though the administration has already refunded around $100 billion to businesses after the Supreme Court invalidated a substantial portion of those tariffs. Trump previously pledged a dividend of at least $2,000 per person in November 2025 but never paid it, and a plan announced in February 2025 to distribute 20% of DOGE savings also failed to materialize.
