How Optimism’s draft manual silently strips tokenholder elections

The Optimism Foundation proposes that the elected Security Council Lead nominate the body’s members, leaving tokenholders able only to block individual appointments. Each candidate would receive one week for review and one week for veto voting, with a rejection requiring 20% of active delegated voting power. Candidates would take their seats unless vetoed, and the Council’s composition would have to meet independence, geographic diversity, and conflict-of-interest requirements. The Lead could neither hold a key nor nominate people affiliated with Optimism or themselves, while removal would require a 30% quorum and 51% approval. Still a draft, the proposal would turn appointments into a default-selection process subject to organized opposition, with implications for protocol upgrades and security emergency responses.
