The U.S. Treasury imposed sanctions on October 2, 2026 against a network accused of transferring over 2 million dollars to Hamas’s armed wing between 2020 and 2026, including 1.5 million after the October 7, 2023 attack, under the guise of humanitarian donations for Gaza. Two French associations, Association Baraka in Gironde and Ensemble C Mieux in Saint-Étienne, were sanctioned by OFAC along with their founders, Faouzi Barika and Amel Oualid, while France’s DGSI intelligence service arrested three individuals in France. Part of the funds passed through cryptocurrencies via wallets hosted on a centralized exchange, allowing investigators to trace the transfers using blockchain transparency and prior seizures of Hamas-linked addresses. The network also included American donors arrested in Louisiana and Florida.
