Norrsken’s 2026 European Impact Index, based on a survey of 750 entrepreneurs and investors, reveals growing europtimism among European founders: 85% expect revenues to rise and three in four plan to hire. Yet one in three founders has considered relocating their company outside Europe in the past twelve months, citing high energy costs and difficulty attracting talent compared to the United States. Among surveyed investors, 37% identify energy and electrification as their top sector for impact capital allocation, while 52% of founders say regulatory differences between EU countries are hindering cross-border expansion. The IEA projects $2.2 trillion will flow into clean energy this year versus $1.2 trillion into fossil fuels, confirming the market potential. Norrsken calls on European policymakers to make the EU a genuine single market of 450 million consumers and set a binding 50% clean electrification target.
