The European Commission has presented a cloud sovereignty framework based on 48 criteria covering legal control, data, operations, and supply chains. In April, a European consortium led by Proximus won a contract worth up to €180 million by using Google Cloud technology through a European operating structure, although it received a lower sovereignty rating than the three fully European technology providers selected. Microsoft has committed to legally challenging any government order to suspend its European cloud operations, while maintaining continuity arrangements, partner support, and backups of its code in Switzerland. The Commission also evaluates local investment, employment, and value creation, and Edelman’s 2026 Trust Barometer found that 63% of Germans trusted domestically headquartered companies, compared with 34% for foreign-headquartered companies.
