Negotiations between the European Parliament, the Council and the Commission on the digital euro regulation entered their sixth political phase on November 5, after five Trilogue meetings since July 2026. The main points of disagreement concern the holding limit, corporate holdings and the remuneration of banks, which the ECB estimates will cost between €4 billion and €5.8 billion. The Commission aims to finalize the law before December 31, 2026, while a pilot involving 36 banks and payment service providers is due to start in the second half of 2027, ahead of a potential first issuance in 2029. Christine Lagarde will leave the ECB presidency on February 7, 2027, nine months before the end of her term, and her successor will be appointed by the European Council.
