Cosmos Hub validators secured 1,227,121.37 ATOM after an attacker moved approximately 1.73 million ATOM from Neutron during a Sept. 22 governance attack. Validators halted the chain and applied an emergency patch (Gaia v28.3.0) to transfer the stolen ATOM to a recovery multisig controlled by six signers. These six signers (Nansen, Keplr, Enigma, Silknodes, Kiln and Polkachu) require a passed Cosmos Hub governance proposal before authorizing refunds to affected users and protocols. Approximately 500,000 ATOM had already been swapped through THORChain before the halt, and an additional 168,990.9 ATOM arrived too late to be captured by the patch. The recovery and distribution plan must be prepared by the Neutron response team, which relaunched the network with mitigations by Sept. 25.
