The president expressed optimism about the bill’s passage without committing to a September vote. The Senate is scheduled to hold a procedural vote on September 15 requiring approximately 60 votes to advance the legislation. Remaining disagreements center on stablecoin reward taxation, anti-money laundering measures and ethics rules for elected officials. The Bitcoin strategic reserve, created by executive order in March 2025, was also discussed without any new measures being announced.
