China accelerates legislation on AI and blockchain

China’s State Council released its 2026 Legislative Work Plan on May 11-12, prioritizing agile AI regulation over sweeping legislation. The plan includes specific rules on AI ethics, AI agents, and anthropomorphic interaction services, expected between April and July. For blockchain, no new specific laws are planned; the regulatory environment continues to be shaped by existing frameworks, most notably the 2019 Cryptography Law. China’s restrictive stance on cryptocurrency trading and mining, in place since the 2021 bans, remains unchanged.
