Cardano launched CIP-0113, a new programmable token standard for regulated finance, enabling issuers to embed identity checks, transfer restrictions, and asset-freezing capabilities directly into selected assets. The standard targets stablecoins, bonds, investment funds, and similar regulated assets. Controls are optional and only apply to CIP-0113-compliant tokens; ordinary ADA cannot be frozen by the Cardano Foundation, token issuers, or the protocol. The Swiss Capital Market and Technology Association has certified the framework within its blockchain-based securities system. ADA declined approximately 5.2%, falling from around $0.28 to approximately $0.253.
