The Netherlands has revised a proposal that would have taxed certain unrealized crypto gains starting in 2028, following criticism from investors. In France, no such measure exists today: individuals holding bitcoin are not taxed on simple value appreciation. According to Alexandre Lourimi, a tax lawyer at ORWL, the French legislator could tighten crypto taxation either by immediately taxing crypto-to-crypto exchanges, which currently benefit from tax deferral, or by introducing a crypto wealth tax with capping mechanisms. However, French constitutional constraints limit any such taxation to a maximum of 75% of income.
