Bitcoin Core merged a privacy fix into its 32.x source branch on October 1, addressing behavior that could correlate private-broadcast connections with ordinary node connections. The backport for version 31.x remains open as of October 8, leaving users of the latest stable release 31.1 awaiting the repair. The issue involved the “discouragement” mechanism for misbehaving peers: discouraging a private-broadcast peer could alter node behavior visible from outside, providing a clue to link the private connection to ordinary activity. The fix now separates private-broadcast peer handling from normal discouragement while still disconnecting misbehaving peers. Version 31.1 contains a separate fix for an earlier IP address leak.
