The Bank of Russia has published draft regulations to organize crypto trading and establish the infrastructure for Russia’s digital asset market. The proposals create a new regulated category of financial institution, digital depositories, subject to minimum capital requirements ranging from 50 million to 250 million rubles depending on their activities. Russia has passed a comprehensive crypto law allowing digital assets for cross-border commercial transactions while maintaining a ban on domestic digital asset payments. Most provisions take effect on September 1, 2026, with full compliance required by July 2027.
