Arbol, a New York-based specialty insurer, launched on October 20, 2026 a new insurance product covering losses when government action halts data center construction. The product, called Data Center Regulatory Moratorium Cover, operates as a parametric policy: it pays a fixed amount after a predetermined waiting period if the regulatory freeze extends beyond the agreed window. In the first half of 2026, at least 106 AI data center projects valued at approximately $198 billion were blocked or delayed, and 71% of Americans oppose such projects in their own communities according to a Gallup poll. Founded in 2018 by Siddhartha (Sid) Jha, a former strategist at Citadel, Arbol projects gross written premiums of approximately $450 million in 2026, roughly double the $225 million written in 2025.
