The French National Assembly adopted Amendment I-2701 by a vote of 150 to 44, with eight abstentions, requiring taxpayers to report self-custodied crypto holdings worth at least 100,000 euros. The threshold would be assessed on December 31 of the relevant tax year, while a separate threshold applies to crypto assets held in France. The amendment forms part of the 2027 Finance Bill and must be retained in the final legislation to enter into force. The Assembly also rejected, by a vote of 69 to 14, an exemption for gains from crypto payments totaling no more than 1,000 euros during the tax year. The postponement of the vote on the budget’s revenue section could, according to Faustine Fleuret, Global Head of Public Affairs at Morpho, lead to the rejection of the entire bill, including provisions adopted through amendments.
