Binance announced on November 1 that withdrawals would begin reopening between 06:00 and 09:00 UTC as part of a phased process. The platform said it had replenished approximately 95% of the affected asset amount, up from 90% in its previous update. Availability will nevertheless depend on each asset-network combination, and initial processing may take longer than usual. The remaining 5% consists mainly of less liquid tokens that are harder to acquire in sufficient quantities, so a general reopening notice does not mean every withdrawal route is available to every customer.
