ChatGPT’s search feature counted 185.6 million average monthly active recipients in the European Union between April and September 2026, up from 159.1 million during the previous period. The increase of 26.5 million applies only to web searches, not to the broader chatbot product. On August 31, 2026, the European Commission designated ChatGPT as a Very Large Online Search Engine under the EU’s Digital Services Act, marking the first time an AI chatbot has received that designation. OpenAI must now implement systemic risk assessments, transparency measures and independent audits under a regulatory timetable, with compliance due around late 2026 or early 2027.
