House Oversight Committee Chairman James Comer is investigating Delaware’s proposal to create a new corporate entity directed by an artificial intelligence agent. Under the plan, the entity could sue and be sued, own property and assume obligations, while its sole member would be shielded from its debts unless the company were undercapitalized or used for fraud or a willful violation of law. These companies would operate for 30 months inside a regulatory sandbox, disclose their status to counterparties and be barred from using banking services. Comer said he was concerned the proposal could shield AI companies and investors from responsibility, and asked Governor Matt Meyer by November 9 for project documents, internal AI chat logs and agreements with outside contributors. State lawmakers are expected to consider draft legislation in January, while the requested information could inform federal proposals to limit state AI regulatory initiatives.
