US Treasury proposes rules to block American investments in AI and semiconductors

The US Treasury has proposed new rules to block certain American investments in artificial intelligence and semiconductors in foreign countries. They build on the Outbound Investment Security Program, in effect since January 2, 2025, which requires notifications for some transactions and prohibits others involving Chinese entities. On October 7, 2026, Treasury imposed its first civil penalty, fining Amidi $200,000 for failing to report a $92,478 investment in a Shanghai-based company specializing in robotics and embodied AI. The COINS Act, signed on December 18, 2025, seeks to expand the program to additional countries and technologies, including high-performance computing and hypersonic systems. New rules are due by March 2027, although the proposal could still be changed before adoption.
